The Policy Paradox:

When Policies Don’t Match Reality

 

Most workplaces have at least one policy that quietly collects dust. You know the one. It might be a dress code that nobody has looked at since 2019. A cell phone rule that sits in the handbook but doesn’t match how people actually work. Or the classic favourite: the attendance policy that everyone confidently refers to when needed, but only a handful of people have ever read.

On the surface, this seems harmless. But in reality, those ignored rules say a lot about what’s really going on inside a workplace.

Here’s the heart of the paradox. A policy that exists but isn’t enforced doesn’t just fade into the background. It sends a message. Sometimes a louder one than the policy ever did.

 

A Hypothetical Situation You’ve Probably Seen

Let’s use a situation that plays out in many companies.

A business updates its attendance policy. It’s clear, reasonable, and launched with the intention of supporting both fairness and productivity. Managers understand it. Employees hear about it. For a little while, things go smoothly.

Then the pressure hits. Someone is short-staffed. Another manager hesitates to call out a pattern because the employee is skilled and the team is already stretched. A supervisor decides to “let it slide” just this once.

How to Break the Pattern

1. Start with the “why”

If a policy isn’t being used, there is usually a reason. Sometimes the rule no longer fits the way the company operates. Other times, it was too rigid or unclear. Take the time to revisit the intent and make sure it still makes sense.

2. Make sure leaders are supported

Managers need more than a document. They need guidance. Real examples. Space to ask questions. And coaching when situations are tricky. When leaders feel prepared, consistency follows.

3. Align before you announce

If leaders aren’t on the same page, employees will feel the disconnect immediately. Before any policy rolls out, ensure everyone understands it the same way and is genuinely ready to uphold it.

4. Give managers the words

Some leaders know what needs to be said but struggle with how to say it. Scripts, conversation starters, and step-by-step approaches can completely change a manager’s confidence level.

5. Check in and adjust

Policies shouldn’t be written, rolled out, and forgotten. Regular reviews help you see where the friction is and whether the policy supports your culture or works against it.
